The Escondido City Council has adopted a new law setting rules for bicycles, nonmotorized vehicles and mobility devices in the city, along with how those rules are enforced. Ordinance No. 2026-07 changes four parts of the city's rulebook, the Escondido Municipal Code: Chapters 5, 10, 18 and 28. Council members approved it 4-1, with White voting no. Fitzgerald made the motion and J. Garcia seconded it.
