Escondido's City Council did not put its proposed rules for bicycles, nonmotorized vehicles, and mobility devices into effect this week, and instead told city staff to rewrite the proposal and bring it back at a future date.

The proposal, called Ordinance No. 2026-07, would have changed Chapters 5, 10, 18, and 28 of the Escondido Municipal Code, the city's own book of local laws, to set rules for bicycles, nonmotorized vehicles, and mobility devices, along with how those rules would be enforced.

This was not the first time the Council had taken up the measure. The item had been carried over from the Council's meeting of June 17, 2026, and staff had asked the Council to adopt it. Anyone looking for the city's official paperwork on it can ask for File Number 0680-10.

For now, nothing changes for riders. The Council set no date for the revised version to return, and did not say what changes staff should make.

The record of the meeting leaves several things unexplained. It does not say what counts as a nonmotorized vehicle or a mobility device, what the rules or the enforcement would actually have required, what any of it would cost, or which parts of the city would be affected.
