The Escondido City Council approved the city's spending plan for federal Community Development Block Grant money for 2026-2027, and voted to leave the MAAC Ascencia Project out of the money being handed out. The motion was made by C. Garcia and seconded by Fitzgerald, and it was approved 5-0.
The plan the council signed off on is called the Fiscal Year 2026-2027 Annual Action Plan. Adopting it means the council passed Resolution No. 2026-83, set aside money for projects on a conditional basis, gave the Director of Community Development permission to sign the necessary contracts, and cleared the plan to be sent to the U.S. Department of Housing and Urban Development, known as HUD.
The council had been asked to hold a public hearing to take comments from residents on the plan before acting on it.
City staff had recommended approval. The recommendation came from the Development Services Department, through Kevin Snyder, Director of Development Services. The council's motion followed that recommendation, apart from the MAAC Ascencia Project, which the motion specifically excluded.
