The Escondido City Council voted to keep a $560,000 payment toward a new traffic signal at Rock Springs Road and Lincoln Avenue as a requirement for a project belonging to Morrie Golcheh. The motion to retain the requirement passed 4-1, with Councilmember C. Garcia voting no.
Golcheh had asked the city to waive that payment, which covers part of the cost of the new signal. The Council took up the request at a continued public hearing and was asked to adopt Resolution No. 2026-64 to either stand by its earlier decision or change it, possibly with one or more conditions attached.
