Escondido's City Council approved the city's plan for spending federal Housing and Urban Development money from the Home Investment Partnership Program in the 2026-2027 budget year. Council members adopted Resolution No. 2026-98 on a motion by White, seconded by J. Garcia, and the vote was 5-0.
The plan, known as the Annual Action Plan, sets out how the HOME funds will be used. Approving it also conditionally set aside money for specific projects and gave the city's Director of Development Services permission to sign the contracts needed to carry that out.
