Escondido's City Council agreed to put the city on record against a plan by the California High-Speed Rail Authority to create state-controlled tax increment financing districts to help pay for the rail project. The council approved the item 5-0, on a motion by White and a second by J. Garcia.

The council's action authorizes the Mayor to sign a letter written by the League of California Cities, a group the record identifies only by that name, opposing the proposed districts. Signing the letter is how the city registers its objection.

The council also directed city staff to tell the High-Speed Rail Authority's board that Escondido opposes the plan, and to pass the city's position along to the Governor, to the state Assembly members and state senators who represent the city, and to the budget chairs in the Legislature.

City staff had recommended approval. The recommendation came from the City Manager's Office, presented by Deputy City Manager Christopher McKinney.
