The Escondido City Council put off a decision on a proposed law that would set new rules for bicycles, nonmotorized vehicles and mobility devices in the city, along with how those rules would be enforced. The item was held over to June 24, 2026.

The proposal, labeled Ordinance No. 2026-07, would change four parts of the city's rulebook, the Escondido Municipal Code: Chapters 5, 10, 18 and 28. The council was asked to adopt it at this meeting but did not.

City staff had asked the council to approve the ordinance. The recommendation came from the Police Department, through Chief of Police Ken Plunkett.
