The Escondido City Council approved an agreement with Love Esco, Inc. to look into having the group donate design work, construction work and materials for city park facilities at a site downtown known as "Heritage Garden." The council adopted Resolution No. 2026-77 on a 3-1 vote.
The site is city-owned land at the corner of East Grand Avenue and North Juniper Street in downtown Escondido. Love Esco is described in the item as a registered 501(c)(3) non-profit organization. The agreement, called a Memorandum of Understanding, is a step toward exploring a possible future donation rather than an agreement to carry the work out.
Before voting, the council changed the agreement. Council member White moved to approve it with added wording in Section 2.A saying the parties would "consider input from the Downtown Business Association," and C. Garcia seconded. Martinez voted no.
